“Live. Presentation of the ‘Report on Internal Forced Displacement in Chihuahua. Findings of the Civil Observation Mission. May 2026’.”

On August 11, La Jornada reported: “The level of impunity in cases of forced displacement is also high and an example of this is in Chihuahua, denounced civil organizations, which documented that between 2023 and September 2025, 83 complaints for this crime were filed with the state Attorney General’s Office, but only two have resulted in sentences.”
That article added: “Serapaz, the National Network All Rights for All (Red TDT), the Tlachinollan Mountain Human Rights Center, among others, warned, however, that in the case of El Manzano, although a sentence was obtained, “it has not been prosecuted” and those responsible continue to live in the area.”
And on August 12, EFE further reported: “Criminal groups are displacing communities in the Sierra de Chihuahua to control territories, even in areas where there are no natural resources to explain their interest, civil organizations warned yesterday.”
That article added: “During the presentation of a report on internal forced displacement in Chihuahua, Saulo Loya, a member of the Tlachinollan Mountain Human Rights Center, pointed out that the territory has become a source of power for criminal organizations. The control of certain areas, he explained, allows criminal groups to decide what happens in them and operate with virtual impunity, in addition to facilitating transit, supply and other illicit activities.”
And it highlighted: “In May, the mission met with some 200 people from communities in Chihuahua, Durango and Sinaloa who had been displaced to different parts of the state. According to the report, during 2025 at least 4,492 people were displaced in Chihuahua, of which 1,335 came from Guadalupe y Calvo. In Mexico, at least 28,900 people were displaced by different types of violence in 2024, 129% more than the previous year, according to data cited by Amnesty International.”
